The JAC has a Chief Executive Officer (CEO) who is charged with managing the affairs of the council and is subject to the direction and control of the Council. The Chairperson of the Council is the political head and is responsible for the overall control of the Council.

The three committees of Council as required by law – Finance; Establishment and Development, have been established and are functional.
